
Constitution of the Association:
I. Name of the Association :
The name of the association shall be “The Andhra Pradesh Economic Association”.
II.Aims and Objectives of the Association :
The objectives of the Association are:
- To provide a common forum for teachers, researchers and administrators and others who are interested in Economics in the state of Andhra Pradesh.
- To initiate appropriate measures to improve the quality and content of teaching, research and application of Economics in the state of Andhra Pradesh.
- To organize conferences, seminars and symposia with a view to provide a common platform for the Economics students, teachers and researchers and the Economic administrators to exchange ideas.
- To initiate research in areas which would be of relevance to the economic development of the state of Andhra Pradesh.
- To undertake or encourage publications which would be relevant to the teaching, research and practice of Economics in the state of Andhra Pradesh.
- To bring out journals, bulletins and such other publications to promote dissemination of the knowledge of Economics.
Rules and Regulations :
The following are the rules and regulations of the Association:
Rule No 1 :Jurisdiction or area of operation :
The area of operation of the Association is the entire state of Andhra Pradesh.
Rule No 2 : Membership
The membership of the Association is open to all individuals and institutions who are interested in the study, research and administration of the Economic problems of the state or subscribe to the aims and objectives of the Association.
Rule No 3 : Categories of Members:
There shall be three categories of members of this association Viz,., a) Members b) Life Members and c) Institutional Members.
a). Members and Life Members: Each Member and Life member shall have single non-transferable right to vote
b). Institutional Members: Each Member-Institution is entitled to send a representative who shall be eligible to vote on behalf of the institution.
Rule No 4 : Admission fee and annual subscription:
- There shall be no admission fee for one to become a member of the association
- Each person seeking membership of this Association shall pay the annual subscription along with the application for membership.
- The Annual Subscription is Rs. 250/- per Member,
- The Life Membership fee is Rs. 750/- per persons
- The Institutional Membership is Rs. 1500/- per institution.
- To bring out journals, bulletins and such other publications to promote dissemination of the knowledge of Economics.
Rule No 5 : Cessation of Membership:
Membership of the Association shall be deemed to have ceased if the member:
- Is in default of payment of his annual subscription for the financial year concerned, and
- Has been expelled under Rule No. 6 of the Rules of the Association.
Rule No 6 : Expulsion of Members:
The General Body reserves the right to expel any member in case the member acts in contravention of the objects of the Association or indulges in activities detrimental to the interests of the Association.
Rule No 7 : Official year of the Association:
The Official Year of the Association shall be from the 1st day of April to the 31st day of March of the succeeding calendar year and this will also be the financial year of the Association for all accounting purposes.
Rule No 8 : Funds:
The Executive Committee is competent to rise funds:
- By collection of subscription from the members,
- By accepting donations from individuals or institutions interested in the cause of the Association.
Rule No 9 : The Executive Committee and Management of the Affairs of the Association:
- The management of the affairs of the Association shall be vested in the Executive Committee which shall meet at least once in a year and the Executive Committee shall consist of : a) The Chairman for two years
- The Office-bearers and the other members of the Executive Committee shall be members of the Association
b) The Vice – Chairman for one year
c) The Secretary – cum – Treasurer for two years
d) The Join-Secretary for one year
e) Nine members annually elected and three members coopted by the Executive Committee for one year.
f) Conference President and Local Secretary for one year.
Rule No 10 : Election of Office bearers:
- The Chairman shall be elected by the General Body for a term of two years.
- The Vice –Chairman shall be elected by the General Body and hold the office for a period of one year.
- The Secretary-cum Treasurer shall be elected by the General Body and shall hold office for a period of two years.
- The members of the Executive Committee shall be elected by the General Body and shall hold office for one year.
- The Vice –Chairman shall be elected by the General Body and hold the office for a period of one year.The Conference President and Local Secretary shall be elected by the General Body for a term of one year.
- Any vacancy in the Executive Committee due to resignation, expulsion or death, should be filled up by the Executive Committee by Coopting a member in the place of the Vacancy.
Rule No 11 : Functions of the Executive Committee:
- The Executive Committee shall be responsible for the management of the affairs of the Association;
- The executive Committee shall meet as often as possible to conduct the affairs of the Association;
- The Chairman and in his absence the Vice-Chairman, shall preside over the meetings;
- The members of the Executive Committee shall be elected by the General Body and shall hold office for one year.
- The Quorum for the Executive Committee meeting shall be seven members present personally;
- The Executive Committee shall have full powers to take steps to implement the aims and objectives of the Association.
Rule No 12 : Functions of the General Body:
- The General Body shall comprise of (a) the Executive Committee and, (b) the ordinary members.
- The General Body shall meet at least once towards the end of the official year of the Association and it is also called as the Annual General Body Meeting.
- The Annual General Body meeting has: a) to consider the Annual Report and to pass it with the statement of accounts;
- The Quorum: The Quorum for the General Body shall be fifteen per cent of the total number of members on the rolls at the time or thirty members present personally and also entitled to vote, whichever is less.
- Notice for the General Body Meeting: At least fifteen days of clear notice shall be given for every meeting of the General Body;
- No ordinary member who is in arrears of subscription shall be entitled to vote at any meeting of the General Body.
b) to consider and pass the budget for the ensuring year of account;
c) to appoint an auditor for the ensuring year and fix his remuneration auditing the accounts of the Association;
d) to consider an amendment or repeal of the existing Rule or Rules or enactment of new Rule or Rules and
e) to transact such other business and to consider such other matter or matters as the Executive Committee of the meeting.
Rule No 13 : Powers and duties of the Office Bearers:
- The Chairman: a) to consider the Annual Report and to pass it with the statement of accounts;
- The Vice-Chairman: a) The Vice-Chairman shall, in the absence of the Chairman, preside over all meetings of the General Body and Executive Committee.
- Secretary-Cum-Treasurer: a) The Secretary-cum-Treasurer shall devote himself to the affairs of the Association and shall have charge of all correspondence, records, equipment, etc. He/She shall maintain the Register of Members up-to-date and shall convene meetings of the Executive Committee and General body in consultation with the Chairman. He/she will be the custodian of the properties of the Association and all the documents belonging to the Association. He shall prepare the Annual Report of the Association with the guidance of the Executive Committee.
- Conference President: The Conference President shall deliver the Presidential Address at the Annual conference of the Association.
- The Local Secretary : The Local Secretary shall be responsible for organizing the Annual Conference.
- The Executive Committee Members: The Executive Committee members shall assist the President, the Vice-President and the Secretary-cum-Treasurer in the day-to-day administration of the Association.
b) The Chairman shall preside over the Annual Conference of the Association.The Chairman shall have the power to convene a meeting of the General Body sue-motto.
c) The Chairman, with the assistance of the Secretary-cum-Treasurer shall be responsible for initiating measures in pursuit of the objectives of the Association.
b) The Secretary-cum-Treasurer shall look after all the routine correspondence, transactions and carry on with the work of the Association as the Executive Authority.
c) The Secretary-cum-Treasurer shall maintain proper accounts in respect of income and expenditure of the Association. He/She shall receive subscriptions, donations, gifts, etc., and issue receipts therefor and make all disbursements in connection with the maintenance of the Office of the Association. A bank account shall be operated upon, after opening an account in the name of the Association and shall be operated upon by the Secretary-cum-Treasurer. He/She shall submit a report of the audited accounts to the Annual General Body meeting.
Rule No 14 : Funds and Utilisation:
The funds of the Association shall be spent only for the attainment of the Objectives of the Association and no portion thereof shall be paid or transferred directly or indirectly to any of its members through dividends, bonus or any other means by way of profit for the members of the Association.
Rule No 15 : Audit of Accounts:
The account of the Association shall be audited by an auditor appointed by the General Body at its Annual meeting and shall be submitted to the General Body of the Association.
Rule No 16 : Register of Members:
A Register of Members shall be maintained in which shall be entered particulars such as name, address and nature of membership or such other particulars as may be decided upon by the Association from time to time.
Rule No 17 : Amendments or Alterations:
No amendment or alteration to the rules shall be made unless it is voted by two-third of the members present at the General Body meeting specially convened for the purpose and confirmed by two-thirds of the members present at a second special meeting as provided for in the Societies Registration Act, 1860.
Rule No 18 : Winding up Procedure:
In case the Association decides to wind up its activities then the properties and funds of the Association that will remain, after full satisfaction of the liabilities of the Association, shall be transferred or paid to some other institutions with similar aims and objectives only. This shall be determined by the votes of two-thirds of the members present personally or by proxy at the time of the dissolution of this Association.
